Public Notice: Stewart Trail Recreation Area
steering committee to develop a site master plan for a
proposed master plan on Stewart Trail (County Road 106)
between Alpine and Etna. The 160-acre (¼-square mile) site
east of US-89 is owned by the US Bureau of Land
Management (BLM). BLM requires an approved master plan
before permitting use of federal land.
The proposed area would include a variety of summer and
winter activities, such as hiking and biking trails, cross-
country skiing, archery, sledding, RV and tent camp sites,
and rental use for private outdoor events such as weddings,
reunions, and graduation parties. Other improvements
include restrooms, driveway repairs and parking, and a cabin
with water, electricity, and basic kitchen facilities.
Public comments and suggestions are very welcome.

County Health Officer Orders Use of Face Coverings in Public Spaces
UPDATE DEC4, 2020: Health Order 2020-3 has been extended through Jan 8, 2021.
The Lincoln County Health Officer and Wyoming Department of Health have approved a county-wide order for the use of face coverings in specific public spaces, including all government facilities.

NOTICE OF CHANGE IN PRECINCT BOUNDARIES

The City of Kemmerer passed Ordinance No. 2020-863 at the Kemmerer City Council meeting on April 13, 2020. Said Ordinance repealed Section 8.3 Wards, eliminating the three (3) wards established within the corporate limits of the City of Kemmerer. Pursuant to W.S. 22-7-103, election districts and voting precincts shall coincide with the boundary of a municipality. It is hereby proposed to combine the City of Kemmerer District 1 Precincts 1, 2 and 3 into one election District and Precinct that will be known as Kemmerer District 1 Precinct 1. The proposed changes will be presented to the Lincoln County Commissioners at their regularly scheduled Commission Meeting on May 5, 2020.

Public Access Restrictions at Lincoln County Facilities
Until further notice, the County Courthouse in Kemmerer and the Afton Branch Offices will be restricted to a single entry point at the main doors.
Clerks and Treasurers offices are open to the public, all others are closed to the public, but are available by phone or email. Please call prior to arrival for an appointment. Afton - 885-4700 Kemmerer - 877-9056
Both the Afton and Kemmerer offices will be CLOSED to the public between 12pm and 1pm each day.
Social distancing guidelines will be enforced at these facilities.

Lincoln County Commission suspends in-person public attendance at Commission meetings due to COVID-19 response. Call-in options available.
In an effort to slow the spread of COVID-19 the Lincoln County Commissioners have decided to suspend public
attendance of their regular Commission Meetings for the immediate future. The public is invited to participate in these
meetings via use of a conference call, however, in person attendance will not be allowed. Further, due to the emergency
operations being conducted within the County, video broadcasts of the meetings will also be suspended for the
immediate future.

Notice is hereby given of a mail ballot election to be conducted on MAY 5, 2020, for the purpose of the formation of the Nordic Ranches Division 13 Road District Improvement and Service District. Landowners and qualified electors residing within the district boundaries will vote “For” or “Against” the formation of the district and for the Board of Directors for the district. If organized, three (3) directors shall serve for two (2) years, two (2) directors shall serve for four (4) years after the formation of the district and until their successors are elected and qualified.

Big Spring Scenic Backway brochure and master plan released
The Big Spring Scenic Backway is a 68-mile route between Kemmerer and Cokeville in Wyoming’s southwestern Lincoln County. The Backway is crisscrossed by the Historic Emigrant Trail, the scenic Hams Fork River, and plunges deep into the Tunp Mountain Range in the Bridger National Forest. The corridor is home to several notable recreation areas including the Viva Naughton Reservoir and the Big Spring itself that are highlighted in this report.

The Lincoln County Board of Commissioners will hold a public hearing on February 7, 2018 at 10:00 a.m. in the Commission Board Room of the Lincoln County Courthouse, 925 Sage Avenue, Suite 302 and via video conference at the Branch Office Conference Room at 421 Jefferson in Afton. The Board is seeking to gather public input on the completed projects on the Community Development Block Grants (CDBG) and to gain an understanding if there are any issues or concerns regarding the projects that remain to be addressed for the following: Demolition of former law enforcement facility, ADA Compliance in the Courthouse 2nd floor restrooms and the Kemmerer Senior Citizens Planning project.
Interested persons are encouraged to attend, however, written comments may be sent to: Lincoln County Commissioners, 925 Sage Ave, Suite 302, Kemmerer, WY 83101. Persons requiring special accommodations may write to the above address or call 307-877-2004 to make arrangements.

Offices are now on the second floor of the Lincoln County Courthouse. The mailing address remains unchanged, however.

Request for Qualifications and Proposal
Description of Project:
The Lincoln County old stone jail (now used as a county office building), located at 520 Topaz Street in Kemmerer, Wyoming was built in 1913 and extensively remodeled in the late 1980s. The interior was totally stripped to the rock walls and dirt floor, however, no significant exterior work was done. The building is sandstone that was quarried locally. The columns on the front of the building, various sills and some rocks show deterioration. The grout joints also need to be inspected for deterioration and the mortar needs to be checked for suitability of the mortar material. The project, which may need to be phased, is a request for a proposal to perform a complete masonry restoration and repair of the existing masonry.

The Lincoln County Commissioners will hold a special meeting Tuesday, December 8, 2015 at 8:00 a.m. at the Lincoln County Branch Office in Afton. Interested parties may attend by video conference in the Lincoln County Courthouse, Commission Board Room. The business to be transacted is in regards to Lincoln County obtaining a Title V right of way which connects County Road 340 and Sevenmile Gulch Road and extends approximately 1.75 miles. The County will also consider whether to adopt the right of way as a county road and an MOU for the maintenance and construction of the road.

The Board of Commissioners of the County of Lincoln is seeking public input and public comments on a Community Development Block Grant (CDBG) application. Lincoln County is interested in obtaining funding for a planning only grant to determine a feasible location for a center to serve senior citizens in southern Lincoln County. The grant request contemplated will not exceed $15,000.

Please take notice that on February 4, 2015, the Lincoln County Commissioners will meet for the purpose of appointing two directors to the Lincoln County Weed and Pest Board. Persons interested in serving on said board should submit a petition signed by at least ten (10) landowners of Lincoln County to be submitted at least five (5) days before the date of the meeting. Petition forms may be obtained from the Lincoln County Weed and Pest Office in Afton or from the County Commissioners’ Office in Kemmerer.
